Plain Language Summary
All information must be perceivable. Every image needs alt text, videos need captions, text must meet 4.5:1 contrast ratio, content must reflow at 320px width.

Information and user interface components must be presentable to users in ways they can perceive. This includes: providing text alternatives for all non-text content; providing alternatives for time-based media; creating content that can be presented in different ways without losing information; and making it easier for users to see and hear content by separating foreground from background and ensuring sufficient contrast.
